The funnel mask
A request rarely fails because nothing exists. It fails at one step of a funnel, and each step has a different repair. Set the facts of a search and this page runs §15’s funnel in the order the chapter fixes: screen to what the actor can reach, filter on the declared labels, rank with the chapter’s own formula, bucket the top thirty in tens — and when nothing survives, name the one class that repairs the miss.

What the actor can reach
Rule 2 screens to the actor’s reach before anything is scored. These are the
classes this register actually carries.
Rule 4 ranks text lexically, never with a model.
An empty value ignores the kind label.
A class intent
Rule 4: a filter removes below its threshold before ranking; a preference is a
soft boost that may relax; a negative weight is refused outright.
